We need materials create levees; sandbags, stones, shovels. We can also look into the possibility of water mages diverting the water if it becomes volatile.

No, they certainly don't. We've had problems with the weather before, and I don't want a repeat of the fatalities we had. Whether it be rain or lightning or harsh wind, we need to be careful.
