I decided to buy one of those dog litter pans but instead of the litter I'm still putting the pee pads in it. So now, how do I convince Annabelle and Spencer that they are supposed to go in it? They both seem to think they're in trouble since I put the litter pan down. They have been walking around with their tails between their legs all day!

You have the right idea. Dogs typically won't soil an area that hasn't been soiled before. Next tme they poop put it in the box, bring them close, let them smell it and praise them. They'll get the idea soon enough.

i'd like to know bc we bought a box and my dog will not go in it even though the padd is in it

Try putting them in it and giving them a treat? If they look like they have to go, put them in it, wait for pee and treat? Same way you'd train a new puppy, I suppose.
