It's that one character from Final Fantasy Unlimited. He's saying "OMG I'm chibi! FFU! Gardeners f'ing ROCK!" Since he continually summons 'brown bullet of soil' and has a weed-whacker looking thing shooting out of his gun, Becky and I ultimately decided he was some super gardner..

Gotta love that horrible anime :D
