Some new formula causes Arthur to turn into a sixteen-year-old. He's overwhelmed with hormones and completely horny all the time. Eames feels like a dirty old man because OMG IT IS KIND OF HOT, but tries to keep business as usual.
And then Yusuf suggests Arthur will have to lose his virginity in order to turn back into an adult. Well, Eames isn't comfortable with Arthur having sex "for the first time" WITH RANDOM DUDES, so he graciously volunteers.

Eames could just see Arthur blanching in front of everyone, his face turning bright pink as he ducked behind all that soft, shaggy hair. It would be rather humiliating for him.
Eames wouldn’t let him go through that. At least, that’s what he kept telling himself as he knocked on Arthur’s hotel door later that night.
Arthur answered, wearing a ratty old shirt and a pair of basketball shorts. Eames had never seen Arthur in basketball shorts before. His hair was all tousled and his feet were bare.
