Schools and colleges are your best bet. I know Loyola College, for one, and Don Bosco in Egmore have basketball courts. You'll have to hunt around for permission and stuff, though.

I believe YMCA has one and you could use it on paid basis.

Somasundaram park - T.Nagar, and a basky court behind the tennis stadium at nungambakkam. Public and free for use by anyone, but decent courts both.
