Adult Gallifreyans could taste their own tongues and had an unparalleled control over their own bodily functions. It was part of growing up, a sign of maturity amongst all things.

The problem with control, however, is that you have to know when to take the reigns; after all, it was a waste of processing power to micromanage at all times.
