I ran away from home at 17, due to abuse after trying to get the state to step in (I was in and out of foster homes, etc), and there is NOT options for kids really. I was able to live with, and work with dog show friends, hours from home but I had no rights until I turned 18.
Try contacting DHS. Maybe they have programs, or atleast could offer him job search help, and food stamps to help cover bills. Also since he was kicked out, maybe they will file charges against his Mom, since what she did was illegal. If she's in jail then the state will either put him in foster care, or help him become emancipated.
I do wish the state had an official program to help responsible teens in trouble. The reason I was given, is they don't want teens to abuse the system... which is still not fair to legit cases of actual abuse and neglect. Basically, the state doesn't want to do investigations, and deal with the legal costs of protecting teens from their parents.
