Ah, thank you so much! I see Shaun as a placeholder character, Donna knows that she should have SOMEONE in that place in her life, but doesn't know who or why exactly. That's not really a lasting foundation for a relationship, so I think that's why he gets written out of every fic ever.
And the Master is certainly a possibility, though not the only one. Haven't worked everything out quite that far in advance.
