Yes, you can crop in iPhoto. Then - you wouldn't have AppleWorks because I don't know whether they make that anymore, but in whatever word processing/picture drawing type program you have I would think you can still add text.
If I capture pictures off the Internet (either by dragging them onto my desktop or by using Preview and doing a grab and saving it) it can then be imported into iPhoto.
Oh, good God, it took me forever, but I finally did it! I want to love my mac, I really, really do, but I had hoped it would be intuitive and it just isn't, to me. All those years of using a PC have left me brain damaged, apparently. Anyway, thanks. There's a huge learning curve, but I'll get there.
You can do these things in iPhoto. You can either crop, or shrink/scale to 100 pixels. I usually use Gimp, which is like Photoshop but free, to add text. You could also try some of these.

I did it! I used Paintbrush, listed in your link. I cropped the photo in iPhoto and finally added the text in Paintbrush.
This is pretty funny--I added the text, and added it, and added it, etc. and couldn't understand why it disappeared in the text box each time I clicked off it. Duh, I had it in white font! *headdesk* Thanks for the recommendations, as far as programs. I'll work my way up to gimp, but I've tried using it before and it's WAY over my head. Baby steps.

(I rarely use this icon outside of the Dragon Age fandom--Morrigan is my favorite character, and there's a cutscene where you can volunteer her to kill the big bad in your place and she does a sarcastic happy dance and I needed the icon so much that I just went and made it myself. Cropping and shrinking are apparently the extents of my icon-making skills.)

The sarcastic happy dance would be fun in an animated icon. If only one of us knew how to do that!
