Here's a tutorial for installing custom mood themes. Here's a listing of some communities that have premade themes, and if you search interests for "mood themes" or "livejournal mood themes" you can probably find more. You might even be able to find some stuff in fandom-specific communities, since people will sometimes share stuff they've made, including mood icon sets.
As for layouts, it's pretty easy to find premade layouts: unequally mintyapple thrashmetal milou_veronica fruitstyle Those're the usual places I go to for layouts. Sometimes in the instructions the creators will include coding for adding a header if you want an image at the top, or you could replace layouts that already have headers with your own picture.

as for banners, i make my own. and the moods its like the layouts, u have to search for them.
