See, that's one of the things I just don't get about other universes that don't have a Citizens Crime Fighting Act.
Without some form of government recognition, with having to resort to only your own wits to keep a secret identity, you can't really do anything in the face of things like that. Action figures, T-Shirts, heck, even websites could just spring up and there'd really be no legal recourse if a court doesn't recognise your heroic identity.
Wow, you have one of those, too? How did yours get but into motion? Some nutcase blow up a city while a bunch of superheroes were trying to capture him on live TV?
What? That's horrible! I mean... there was a little backlash during the whole Faultline incident, but that was because the heroes involved didn't follow the law...
No, the Citizen Crime Fighting act was enacted in 1936, after a pair of Mafia thugs got off on a technicality, and then tried to sue Maiden Justice for injuring them in the process of apprehending them.
We've had some government influence in alot of our super heroics...I seem to recall our tower was built on government funds...and rebuilt...and rebuilt...Wayne enterprises donates alot of it but Robin and Cy have to fill out expense reports each month to justify why we go through T-cars like ketchup packets.
Then there was this big thing where the Government wanted the justice league to disband because they were afraid of how much power they had...honestly I'm surprised that a tower full of teenagers is given so much slack with how they treat you adults.
