I am suddenly struck by a question out of nowhere: Why was Ron Weasley picked as a Prefect? As far as I am concerned, even Neville has a better sense of right and wrong than Ron. So why Ron?
Based on my impression of how Albus Dumbledore worked, I am tempted to say this is another case of plain Dumbledore Favoritism. But then, I could be wrong

Neville would have definitely been the worst choice as a prefect. Yes, he stood up to his friends and Hermione hexed him. He stood up to Malfoy (because Ron told him to) and got the crap beaten out of him. This would have happened again with a lot of ridicule. Making him a prefect would have been like making him a target. He was not ready for this job at all. Not to mention that he can't remember passwords.
I guessed that Ron and Harry had better grades than Seamus and Dean (with Neville we can be sure) and HBP seems to prove me right. Seamus and Dean don't take potions etc.
I don't think that there has to be a mysterious reason for choosing Ron. He and Harry were the best choices, period.

What is Neville to do if he tells a couple of Slytherins to stop some behavior and they laugh their heads of and ridicule him? Should he go to McGonagall or Dumbledore and tell them that they laughed about him, so that they get detention??? I'm sure the whole school will take him very seriously the next time. (A police officer can get them to court and have them pay good money for insulting him, but 15 year old Neville was definitely not ready to be a police officer either.)
I'm no fan of the prefect system in general, but to make a kid prefect who doesn't have the self confidence as well as no friends is downright cruel.

grades, ron had the best grades in his year. before you laugh why is that so funny. they say he got the same grade as harry, his potions grade where a B so he and harry could take NWTS points, same number of owls as harry. ron is lazy compared to hermoine who study all the times. compare to anyone else maybe not. have you ever read any of the teacher or his mom say anythink bad about his grades.
plus ron is repect by the students, and does inforce the rules just not the stupids rules. like if dress code is a little off, but if you picking on a student then he would take points off.
a perfect has very little power, all you do is walk around the school and make sure every in bad.
