Vancouver looks sunnier than people often make it out to be. I hope so, if the plants are going to grow!

Garlic you want to plant in late october and harvest in June. Yeah, it's wierd. You plant the clove pointy end up, and it grows roots all winter and then in the spring goes, "BOING!!!" and looks like a leek. It's probably not goign to do a whole lot in the summer, just to warn you.
Second, on lettuce, apparently those suckers will survive anything but a frost, and if there's a frost you can just put some newspaper over them for the night and they'll be fine. They LOVE cold weather and go nuts.
On tomatoes:
They grow exponentially. they do nothing for EVER and then BAM, growth spurt, and then you plant tem in the ground and I swear you should be able to see them growing. Once they get in the ground they like, double in size WEEKLY. If it's after your last frost date, put them in - they'll rock and roll.
Tomatoes and eggplants become VERY apparent which is which like, as soon as their secondary leaves come in. Also the eggplants grow SUPER SUPER SLOW. Compared to tomatoes.
