I always saw it alongside with "pat the cat", so I kind of figured it had to be an imperative, or at the very least the product of a remarkably uninspired petowner.

i never had the book, but just from reading it now, i thought it was a declarative fragment. i was thinking whether i had any bunnies named pat that would have been related to the book. then i read part 2 and felt dumbish.
