That's Rena from Star Ocean: The Second Story (video game RPG for PS2), though in that outfit, it's from the Game Boy Color sequel, Star Ocean: Blue Sphere. Artist Mayumi Azuma illustrated the short-lived (only 7 volume) manga, which pretty much followed the anime (Star Ocean EX); both lost funding before they could catch up with the stories established in the game. Still, illustrations of almost all the game and drama-CD arcs exist, including those for Blue Sphere.
