I found this article intriguing.  Why would a governor veto a bill that encourages police education in order to help avoid misunderstandings? In the long run it would save money avoiding lawsuits. Wouldn’t one think that Gov. Schwarzenegger, having been born in a foreign country, would understand the need for cultural awareness? I just don’t

What's going on is right now California is so far in the red that he's vetoing EVERYTHING except spending cuts. The state literally cannot afford to pay for ANY new programs, and must cut nearly everything else. Unlike the U.S. they can't run a deficit by law, so California is going down the sinkhole fast.
