I believe it's a Carlebach tune. In any case, it's quite common in Modern Orthodox shuls, and used for lots of different parts of the liturgy. Probably most often Lecha Dodi, although I think it works better for Psalm 29. I am not sure which words it was originally written for, if any.

It's definitely Carlebach's Mizmor l'David for Kabbalat Shabbat.

Yup, Carlebach for Mizmor LeDavid. Not hard to find on the internets if you want to learn how to match words to melody.
