I think it would be completely within reason to assume Owen knew about the facility. There were a few subtle knowing looks passing between he and Jack. But beyond that, why wouldn't he? He's the doctor! Their care would reasonably be part of his duties. I know they have some staff there on site, but I cant see them bringing in doctors from the outside to care for them.

Random Shoes was my least favourite episode of Season 1 Hey, mine too. I hated that episode. At least this one had *that* scene.

How can you not love PC Andy :D

That's why I think Ianto gave her the information. He knew she wouldn't stop, because she thinks she knows better than Jack (he's the boss for A REASON), so Ianto decided to teach her a lesson. Hopefully she'll learn from it.

Considering what we now know about Tosh's history, being imprisoned by UNIT, I think it makes sense if Jack decided to protect her by not letting her know about Flat Holm, telling her to stop whenever she gets too close to it. I think it makes sense for Tosh to not be remotely nosy, or act on it, considering that until the demise of Torchwood 1, she was probably technically a prisoner.
