Based on what several people have said, the problem with the LJ scrolling issues is that LJ and Safari do not play well together. So I found the only free LJ app for iPad, but there does not appear to be any at all for DW and, understandably, the LJ designed one does not allow you to log in or crosspost to DW like the El Jay app for Android.
