*Advice from someone who has been trying to move out of her parents' house in the MD suburbs for almost 2 years now*
I'm from Montgomery County, so I'll warn you now, if you don't qualify for the affordable housing program, places in my county will be too expensive. Unless you go all the way out to Germantown, which is not so easily metro accessible. (the metro in Mont Co is all along route 355, and the last one is just before interstate 270).
Prince Georges County is much, much cheaper. Also harder to find a nice area. Greenbelt is delightful (I'm hoping to move there eventually myself), and Takoma Park is becoming very young and bohemian. I don't know the other PG Co areas that well.
I've heard great things about Alexandria, actually, regarding affordable housing. The area is pretty cute, especially old town.
Those are the areas I know about. Hope that helps.
In PG, College Park has cheap apartments students live in, which is ... about as good as it sounds. But if you get away from campus and frat row, you might find something where people don't have noisy parties and vomit on your porch every other night, and town itself has some neat stuff. (What can I say, I lived there for four years.)
You have to look carefully in Arlington, as there's this whole gentrification thing going on and they keep throwing up $2,500-a-month places and most of the cheaper ones don't allow pets, but it's a possibility. It's hard to find an affordable place in Fairfax that's also close to Metro without getting waaaay out there. (But I don't get Fairfax in general, so consider this a biased opinion.)

Does such a place exist?
Northwest is the most expensive. Southeast is the most horrifying. Northeast is getting bad in areas, but is probably your best bet.
And actually, most places in and around DC are readily metro accessible, what with regular buses and such. In my experience, anyway.

Oh, and I have a cat who's not declawed, just to make the apartment search more complicated.
I'm thinking of either MD or VA right now, but I don't know where to start. They're big.
