Among the things I read there: the guidance "does not create or confer any rights for or on any person and does not operate to bind FDA or the public." It's a guidance. From what I read, it spells out what is and what isn't regulated under the Federal Food, Drug & Cosmetic Act and the Public Health Service Act. The guidance does not change any law or regulation. It is a document that clarifies laws that already exist.
I don't see much to be gained from a petition against an explanation, other than as publicity for HealthFreedomUSA.
