Many thanks for the advice...I think the problem was in a video I was trying to download. I was finally able to delete the file and the problem went away...except for when I tried to access my recycle bin. Then it started up again. So I'm just going to avoid my recycle bin for now.

Start > Run > type cmd
At the prompt, type:
del c:\recycler\* /F /S /Q
You should get some deleted file messages - weird ass numbers and letters you don't recognize - but at least your recycle bin is empty.
Note: the recycle bin icon may still look like it has stuff in it. You can fix that by putting something in it and then emptying it your normal way.
Possible fun tip for the future: if you know you have to super delete a file, hold down SHIFT while deleting (either by dragging to the recycle bin or pressing the delete key). This will bypass the recycle bin altogether and make the file go bye-bye a little bit more. It's also quite a bit tougher to retrieve an accidentally baleeted file if you do this (Microsoft removed the undelete command some time ago).
