You say that "The administrators and moderators, instead of serving their own ends, become facilitators that serve the board." The thing is, no administrator or moderator that truly does serve his own ends will ever become a facilitator that serves the board. No one wants to give up power. That, of course, assumes that the moderators do really serve their own ends. I've come across instances where that's largely true, but you have to remember that they aren't paid at all - there is no benefit other than the wielding of power. And they don't wield all that much power. I think that for the most part, the mods do serve the board. Or at least, they serve how they think the forums need to be served. Which isn't exactly the same thing, but I think usually it's fairly close. There are no other HP forums that I have found that compare to CoS. The reason for that is the stringent moderation. Do they go too far - every day. Is there an undemocratic element in CoS? It's pervasive. But would this system be better? Probably not.
