Titanic is probably not fantasy. And I'd consider Passion of the Christ not to be fantasy (well, not intended to be, anyway).

Forrest Gump is borderline in my opinion.

Which do you consider not in your basic 19?

Well, definitely not Titanic, Forrest Gump or Passion of the Christ (although some people would say that definitely crosses the line into mythological fantasy, but that's a discussion for another day).

Borderline, I would say Finding Nemo and The Lion King. I think my counting was a bit out last night... :D

Talking animals I tend to count as fantasy, though YMV. My understanding of the plot of Forrest Gump (a film I have not seen) is that it involves the single protagonist being at various critical historical moments, which I consider somewhat fantastical.

(Hence I'm arguing for 22.5 of 25.)
