o god. Jack is half-bitterly disappointed, half-really glad that Spike isn't actually his poodle-loving ex-wife Captain John Hart. THAT SAID as much as he is a ridiculously gigantic flirt, Jack doesn't normally snog people immediately upon meeting them. orz orz orz
Facepalming aside, Jack has mixed feelings on being killed. It didn't do any lasting damage, aside from his BRUISED EGO, and it let Spike vent his anger and put them on a somewhat even footing. On the other hand, people who will snap a neck in anger need to be watched.
So Jack's curious about Spike, and a little bit "go ahead and kill me but if you hurt anyone else I'll have to get angry" wh-which is his default John reaction anyway. And that doesn't help the confusion of disappointed-gladness. Expect ninja-ing/slight stalking.
Rikku! She offered him a spot in her cabin and he'd only just arrived, which is a level of friendliness Jack definitely appreciates. That, and she's cute, so Jack automatically wants to flirt with her (but he likes to make friends and bolster self-esteem through compliments, so he's not actually hitting on her.)
Rayne! Fellow bedninja is love. Also, she gave Jack advice about Spike which he didn't take, but he might come ask her more later since he'd prefer not to have his neck snapped again and he wants to know why she thought a wooden stake would work better than his trusty pistol.

Rose is on Jack's surprisingly short list of special people. I still think stalking her childhood was a little creepy (o Jack) but it was her and Ninth that completely changed him/turned his life around.
Obviously the "can't die" thing, which idk whether or not he's going to tell her about that. He doesn't want to traumatize her, so he mightn't even if Doctor Stormclouds gave the go-ahead. Plus the fact that she was the reason he stopped being a conman and started being an ~adventurer~.
She's gorgeous and amazing, so of course he's a little in love with her and while he respects that the Doctor has her heart and, well, prior claim (so to speak) that is absolutely not going to stop him from flirting because the Doctor's an idiot

For Rose, Jack is right up there next to her mum and Mickey on her list of Most Important People. Obviously a step below the Doctor - everyone is, because that's just how Rose works - but he's still one of her favourite people in all of time and space ♥ So yeah, like you said: her heart is property of the Doctor always and forever, but she does love Jack quite a lot, just in a different way. And she will never ever mind the flirting, because attractive, flirty men are the elemental weakness of the Tyler women ...that said, you hit on my mum in front of me and i'm going to thump you one. ♥Seeing him show up in camp made her glee SO MUCH, because even if they did leave him behind (which she scolded the Doctor for a little in your intropost, dunno if you saw XD) and she sort of forgot about it entirely because the events immediately following her return to Satellite Five

I mean, it's terrible because he's stuck here and he still is a little :\ about Jack's fixed-point-in-space-and-time business and good god the man can be frustrating BUT. Selfishly, Jack is also like, ALL RIGHT! Reunited and there's nothing you can do about it. Jack's still a little bitter that they left him on Earth. It's not huge horrible soulsucking emo, since Jack sort of takes anything upsetting that he can't change and just represses. Healthily. (o Gray

okay mine's not going to be as long as yours because people are demanding I write! a lot! of different things this evening! and I should really sleep. But NONETHELESS I want to say a few things.
OKAY so first of all Jack in camp. What the Doctor is, what he will never say he is to Jack's face, to see Jack he is really, really pleased. Because when he met Jack again with the Master stuff he ... wasn't best pleased? With Jack being wrong and all, with him working for Torchwood, when it all came down to it the Doctor was downright cold to him in a lot of ways during that interaction they had. Now, when I watch Jack and the Doctor interact I always think that what they say is not necessarily what they mean - there's always a measure of entertainment when the Doctor tells Jack to "behave", for instance, he finds Jack's behaviour amusing. But at the same time, there's a real, genuine wedge between them

But! They are foils for each other. It is obvious. Jack is what the Doctor would be if he were human. In many ways, the decisions Jack makes are more selfish than those the Doctor makes; but again, you're right, the Doctor is far more distant from what goes on around him than Jack is. The Doctor DECIDES to be involved - Jack just lives and breathes as an involved person, despite the things that make him different. They can talk about one thing and mean another, understand each other to a great extent, while never grasping that one crucial thing that would bridge the gaps between them. She refused to give Rhys his roofies and Jack still let her stay in Torchwood. She was the first member of the team to find out about his undying thing and she'd only known him for a couple of days. Jack knew from the beginning that he didn't want her sucked into the Black Hole of No Love Lives that is TW, but he still looks a little wibbly when he comes back from a year of thinking~ about things~ (while chained up~) and she's all OH HEY ENGAGEMENT RING. And she totally mutinies against him to try and get Rhys back when he AU-died
