Why do people continue to buy and sell "I'm Huge In Japan!!" shirts?

Where did the design come from? How long has it been around? Who, in 2008, still finds this funny?

I know Tom Waits had a song Big in Japan from the 90s sometime, but I don't think he was responsible for it being a part of pop culture.
