[Kirk doesn't send out a message to the people on level three like the others do because the Borg is centered on this level and he has no way of telling who has been assimilated yet. So he decides not to risk it, picking up his phaser and turning it to the kill setting for the first time since he arrived on the Barge. Maybe those things adapt quick
