I know this isn't what you meant, but for some reason all I can picture about this rule is the mods going to someone and being all "Now you be more interesting right this second, young [name]."

It made me laugh, at least.

Aha, no, nothing so unhelpful as that! There are lots of reasons a post might not receive many tags, and while we're not expecting every post to have hundreds and hundreds of comments, we likewise don't want a player receiving a lower number of comments in comparison to feel discouraged. If, through discussing with the player in question, we can figure out what might help them gain more CR and so be and feel more involved in the game, then that's something that could benefit a wider swatch of people. Of course, if the player is content and has purposefully cultivated all the CR they want, that's perfectly fine with us.

Does this make sense? I just got off of work and my brain is a little fried.
