Quick question! Would he retain his memories of the City, either completely or foggy? Or would he be completely and totally like he was back then?

This should be fine! But just to clarify, how strong would his telepathy be?

I would say that the sensitivity to time being fixed/in flux/out of wack would be all right, but the pre/postcognition is a a bit much to add on at this point.
