[Tim is not entirely comfortable allowing Kory access to the Tower when she is so strongly opposed to what must be done. But during his stay here so far, he has been careful to avoid clashing with the other heroes - he doesn't have enough allies here to make any other move. Certainly, he's put deserving criminals in traction, a few will be lucky to walk again, but no-one has died.

Yet.

He steps out of the shadows on the roof where he was waiting, still prepared to deal with Kory if she chose to attack - she was more than capable of deceit.]

[She doesn't jump when he appears out of the shadows, but the caution is there, completely apparent the way her emotions always are. Anger too, but it's secondary to the concern she has for Donna.]
