[Outside contractors were always iffy as to the quality of their work. But the Joker had found that there were always people willing to do some destruction on Uncle Sam's soil if you gave them the right amount of money and could get them in the country.

All took was threatening the right people's families and zing, in they came! Even better, the Joker could provide them with all the gear they needed. Body armor, weapons, explosives, maps and anything else they needed.

The building wasn't the biggest in the City, but it was the right size for the number of men that had been brought in. Their leader had called in with a list of demands, the usual stuff that could never happen. There were some conflicting reports though, as the Joker was also claiming responsibility and was asking for Betty White to be surrendered to him. Whatever the case was, it was a seriously messed up situation and needed to be dealt with quickly.]

By this point in his career, there weren't many people on the force who would seriously consider negotiating with the Joker. The chance that he had any intention of leaving anyone in there alive was too small to take. Less than an hour after the building was seized, STARS was ready to deploy and resolve the situation decisively.

The plan prioritized the safety of the hostages over the neutralization of the hostiles. First, John would use his powers to determine the exact location of the civilians and how they were guarded. Seras and Yusuke would then infiltrate the building from the roof using Puu (the bird being more silent than the helicopter) while Jack and John commenced their sweep from the ground. Sheldon and Abby would provide exterior sniper support, firing through the windows when needed. Abby would cover Seras and Yusuke from up high, Sheldon the other two from a lower perch. A native SWAT team would be on call for backup and to escort freed hostages from danger.

Raimi felt mostly safe leaving his body with Jack. It was difficult to trust someone to watch over his life while he went away, but he knew he needed to do this. There was no one better suited ( ... )

Seras didn't mind taking the roof with Yusuke. She actually enjoyed flying on Puu, she just wished it wasn't because of a hostage situation today. She double checked her rifle and the flashbangs she'd been issued before she looked back up and tapped Yusuke on the shoulder to get his attention. "You ready, Yusuke?"

Yusuke shifted on Puu, leaning over to look at the situation on the ground. This wasn't an impossible mission. The team should be able to handle this, and well, Yusuke was always up for some action.

"Alright then, let's get down to the roof and get in there. Abby will cover use while we land." Something she was very grateful for. While she herself could hit anything she saw on the roof from Puu she'd have to see them first, and Abby was in the better location for observation.

Abby swept in close on a little puff of cloud to check in with her teammates. She had her goggles on and her sniper rifle locked and loaded.

"Alright, we're going in."

He tugged gently on the feathers on Puu's shoulder, and Puu plunged into a dive, landing on the roof. Yusuke hopped off, looking back up at Puu the second he hit the roof.

"Get outta here Puu. I don't want you getting hurt."

It was the first time using Rami's power in a mission, and Jack was a little tense with one of his people going comatose during a hostage situation. But it clearly had worked- these details would allow them to save the hostages, if they moved quickly and decisively ( ... )

This was a new experience for Raimi as well, riding on someone's radio rather than possessing them outright. The radio was comfortable enough, and would sustain him.

It was only a few seconds after Jack signaled him by tapping on the radio, and boy, that felt weird, before Raimi reported back. It seemed like longer to him.

"The elevators are locked down and there aren't any hostages on the bottom few floors. There are people guarding the other entrances and the stairwells between the second and fourth landing. They've moved since I was in here before." Raimi said, using the output that would feed directly into Jack's earpiece. "You might be able to go up an elevator shaft."

Jack nodded and consulted his PDA for the nearest access point to a shaft. He had downloaded the schematics for this building before the operation and swiftly memorized them, and in moments he was moving in the right direction. The elevators themselves were locked down, but there was a nearby maintenance passage that led directly to the shaft. Quietly, Jack eased himself into the cramped space, contacting Weaver as he did.

"Black Star, we are inside and en route to the target. Will re-establish contact once we're close." It was going to be a long, dark climb up the shaft's ladder, but it would get him and John where they needed to be undetected.

The beep from his device alerted Weaver that he had an incoming message. He took position on the opposite roof and began to set up his sniper rifle and scope. He tapped in the message using his keypad to alert Jack that he was ready. "Roger. Black Star is hot and high. God has control."

This meant that he won't make a move until Jack informs him that he's clear and there's a clear shot. Weaver knew that any premature move would be death to those that he was protecting.

Rung after rung he climbed, floor after floor, alone in the dark except for a literal ghost. Jack's arms and shoulders were burning by the time he reached the right floor, and he paused on the ladder for a moment to recuperate before prying open the elevator doors and exiting that dark shaft.

Outside, the hallway was quiet and empty, but Jack knew there were dozens of innocent people in danger nearby, and armed men ready to kill him and them on sight. Staying in the elevator doorway, he tapped the radio again. One more round of scouting to make sure there were no surprises between him and the target, and then he could move into position to breach.

Weaver stayed steady and readied his rifle. He used his scope to watch in the distance. It was better that he stayed there than opposed to being in the heavy of the firefight. He knew that others were needed and he could be a one man army if necessary. This wasn't one of those times. The agent part of him was glad for this chance to take care of business without being seen. It was what he preferred honestly.

His breathing was calm. He was in a state of meditation and detachment. It was the best preparation for a sniper. Any twitch and the target would be missed. If the timing if off, he would risk everything. Now was the time to be patient and he had enough to go around for miles now that he was focused.

John left the radio again. Never thought I'd be doing this professionally. he thought to himself, making a quick circuit of the floor, mentally counting guards, guns, and hostages.

It was a pity making things blow up by possessing them was so much easier than making them not explode, but he'd done it before.

Raimi did one last circuit and was back in no time. He took possession of the radio again. "Everyone is still in position. Nine in total between us and the hostages and another four on this floor guarding stair wells. There are two groups of two patrolling and five in and around the hostages."
