Such destruction going on in the city. This sort of scene is always troubling to those who wish to be able to do something. It is always the most difficult for survivors and those who are forced to be on the sidelines, as it were.

I feel quite sorry for them.

That does seem to be the gist of it, if I am allowed to simplify it as such. It seems like Godzilla is quite upset with everyone.
