Well, if you're caretaker of the creature, then you're either a) out to destroy it yourself or b) a terrible caretaker, who, on return, has irresponsibility allowed his or her pet to run loose. Either way, the city most certainly benefited in your absence, and your post would imply you were upset at the relative peace.

Since I don't believe this to be the case, the City.

Wrong on both accounts -- I am merely an observer who has returned to the City after a long period of absence, in all cases.

It seems to me that the City has only gotten worse in the interim.
