Basically, I have developed a device that mimics what the Porter does, but somewhat in reverse. Instead of the complicated process you and I underwent, it will simply involve a twisting of reality's rules to change flesh into steel. In addition, I found a way to harness the residual energies to call members of our own race to this city... I tried reversing it so it could send us home, but no luck. That remains impossible. But populating this city with more of our kind... that is possible. And we've already made progress towards an end to the war...

Anyway, the machine could be calibrated to so transform your security chief as well. It would be quite simple.
