Even so - even if the bastard is using kids to do his dirty work, we can't afford to let this slow us down. Some of them are going to die no matter what we do - I know how these psychos operate, it just escalates until they cut and run. It's how many we can stop him from getting to in the future that's important. How fast we can lock him up.

No, they keep some of them human for covert operations. That's how they were able to poison the flour.

But if we're going to send someone in undercover, it would have to be someone they wouldn't recognize.
