I was actually a bit disappointed in this chapter, while not a big Dursley fan, (maybe not even a fan at all) but I felt that they got a bit of a short shrift. But then maybe cuz I was expecting a bit more back story.
I think this chapter starts an important trend for HBP: though he has always been awesome, Dumbledore is about 100 times more awesome in this book. He does things we wished he would have done all along, like tell the Dursleys off, and give full, straight-forward answers to Harry's questions (in the next chapter). This book makes Dumbledore more personable--more lovable, even--than he's ever been. I think Jo was setting things up to make the emotional impact of the ending that much more powerful.
