They would likely be considered middle class, yes -- comfortably off rather than rich. Hermione never seems to have any money problems.
Other than that, no real information about their location at all that I can recall, or even recall someone mentioning as a likely bet. Again, if you take Hermione as a pointer, she speaks generic English without any obvious regional register, and Harry never notes her as having any particular accent. Probably that indicates that the Grangers are intended to be from somewhere in southern England -- but birth region accents and speech patterns don't always take (mine didn't) so there wouldn't be any great objection to placing them anywhere in the UK, although England would seem a lot more likely than Scotland, Wales, or Ireland which might have been mentioned.
I know movies don't count, but Emma Watson is from Oxford and her parents are both lawyers. I have no idea how different, money wise, those two professions are in England, but having Hermione come from a college town with lots of libraries makes sense.
