That doesn't seem logical to me. If that were possible, the Death Eaters would be able to pick off the good-guys fairly easily. And the Aurors would have no problem finding the Azkaban escapees. All the characters who are "missing" periodically through the stories would be easily found if Wizards could Apparate to a person's side without knowing the location. Since JKR focused so much in Half-Blood Prince on mentioning all the people who had gone missing, I can't imagine that finding them could be that easy.
But I don't remember any actual rules for Apparation being mentioned in the books.
True. The reason that I posted the question is because I've seen many fanfics that have Wizards/Witches doing so. I wasn't sure if it was something that popped up in the fandom or if there was something in the books that led to it. Thanks though!

I think you need to deliberately focus on your determined destination. *sniggers*
The witch needs to visualize where it is that she wants to go, so I take that to mean a physical location. Although I think it has been suggested that Aurors can follow Apparition trails. I know fandom uses that concept extensively (I am guilty of that), but I haven't found any canon evidence. I'll be looking for it the next time I read the books again.
It will be interesting to see what other ideas are posted for this one.
If I was Apparating away from someone, I might go to one destination and then immediately go to another one, preferably very far away. Maybe I'd even repeat several times, if I was paranoid enough. (lol)
There must be someway that the Death Eaters avoid being tracked by Aurors, right? Otherwise they'd have them all.
I think that's a different kind of Apparation there - perhaps a totally different magic is involved. I think the Dark Mark is a way for Voldemort to be permanently connected to the Death Eaters... as if he's possesing them, but not really. And when he calls for them, it's like he's recalling parts of himself.
