The Karma Temple decided who was to be born a Leader. In a sense, a Leader is both born and chosen.

A Leader is... Important in a tribe's society. We were born with the knowledge of operating firearms and the ability to fight hand-to-hand should we need be.

Before the Atma virus... I would say yes, a Leader had all qualities necessary. But now... I am not sure. Leaders do not always make the correct choice.
