I would get current and valid ID. And probably an actual passport. I would also contact Registry Services at: registryservices@toronto.ca or 416-392-7036 to confirm what ID is acceptable.

As a US Citizen, whenever any identifying thingy needed, a current passport, a current state id, and a birth certificate always worked while I took up residence in Toronto.

I found it useful to just purchase the passport, simply because that will get you out of any bind unless you dig yourself a big hole.

I also got a credit/debit card from the bank, so that functioned as id and proof as a Canadian resident.

Get an actual passport. You can't apply to immigrate without one anyhow. That and your birth certificate should do the trick.
