I'm looking at the requirements for Skilled Worker Class on Citizenship & Immigration Canada website, this spage specifically: http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list

It states:

Also keep in mind the "Arranged job" part means a job where you've received a positive Labour Market Opinion (LMO) to hire you in - and that's far from easy to get, especially for not-uncommon position like a web developer. To get an LMO your employer needs to show they advertised and no Canadian could do the job.

The PNP programs are a better and easier (but not cheaper - BC is $550) option - you still need the job offer, but not the LMO (the province essentially gets to give you an LMO equivalent - a WPSL/Work Permit Support Letter - after you have been nominated, to cover you while the PR app is being considered)
