How does it work?

It adapts to your abilities and uses your weaknesses against you. For Cess, it throws electricity, for example. It prioritises people based on the threat that they pose, so you are going to get the most thrown at you. Then ... me I suppose. The lowest would be the Professor, only because as a telepath in a wheelchair he can't do a damn thing to a robot, though it'd have to go through me first.
