Well, I suppose I cannot argue that. It is simply that I am familiar with several of you now -- I should not like to think of you as expendable.

There is more than one philosophy in our world, but the dominant one views shinobi as tools. Tools may be valuable, but they are always expendable.

A truly good leader feels the weight of every life he commands; it is only with the knowledge that every person is precious that he can truly make an informed decision, as ruler.

Is that how it is done in your world, or is that how you feel?

In this case, there is not a difference between those two answers. I cannot dictate how others rule their cities, but most certainly I can decide how to rule mine.

There is, of course, that. And I would not say that Sandaime or Godaime either one counted our lives lightly as leaders, but they don't rule Konoha alone. Even clans may view their own that way, at times. There are those who might change it, but it is not something that can be accomplished immediately.
