Do you think it is better for a ruler to be feared or to be loved?

I should think, if I may be so bold as to suggest, that as to whether a ruler is loved or feared, and to what degree, is merely a matter of the consequence of their effectiveness, and as such is a poor basis upon which alone to measure the worth of a sovereign.

That's a circular argument. How the people receive their ruler determines the effectiveness of that ruler!

The manner in which the position is assumed determines the reception. A queen may have every right to lead, but if she carries it out as though she were wresting the crown from the rightful ruler, she will be resisted every step of the way.
