Its a black dress so it is a funeral. And a queen really all married women would have worn their hair up, restricted or covered in some fashion during that time period. If they were really following the period she would have on a wimple and then she would really look matronly.
So the character is looking like what she is, a matron even though we in modern times associate that word with a much older woman.
Oh don't get me wrong her face is lovely. I just hate the hair LOL. Uther's wife and Queen Annis hair was styled way more youthful than this. Even when Gwen was styled in that gorgeous red gown, last week, they had her hair looking this way. I really do hope this is not the style she'll be consistently wearing in Series 5.
Regarding why she's wearing black, I agree it's likely a funeral, but whose funeral? I'd think it would be someone important for the Queen to be there. Maybe a knight dies? Or perhaps Gauis?
Somebody tweeted that her hair was down for filming, so it was pulled back but flowed down her back. I'm pretty sure the hairnet is for protection in between shoots. I remember seeing pictures of Katie from previous years with her hair covered. I seriously doubt they'll keep the hairnet on. Now if they do want her in a hairnet, some lovely jewelled ones would look gorgeous..
