Your description of rule enforcing George was hysterically in character and his thwarting of Arthur's plans was a blessing in disguise. It's brought Arthur and Merlin even closer together and kept Arthur at university for the weekend so he and Merlin can happily talk about the logistics of their relationship. I'd call it a delightful win.
