Totally, I've never understood why this story has such a bad rap, and the Morok actors tend to fare particularly badly in reviews. As the first notable example of overt "punch-clock villainy" in Doctor Who (excluding historical characters, actual Romans, and so forth) they do a decent job all round of establishing that sense of pettiness, bureaucracy, boredom, cowardice, and corruption that would later characterise Space Command in "Blake's Seven", the Alliance of "Firefly", and alas all too many real-world armies and their despots (In fact, they do remind me a lot of how Spielberg depicts the SS in "Schindler's List", as a completely banal set of bullies who just happen to have obscene amounts of power). Also, while admitting that all the best visuals are crammed into episode 1 (the reverse film effects, the ghosting effects, etc) it doesn't fare at all badly in production terms for the time. And at least it actually does something with Doctor Who's infamously, ironically underused time travel premise.
