I recall that the story was originally meant to turn out much darker, as I was trying to write my way out of a particularly gloomy, brooding, Shalka!Doctorish mood. The shift at the end happened pretty much as I was writing it, and surprised me as much as anyone.
As many Who fic writers will tell you, the Whoniverse is often a wonderfully chaotic and pliable thing you can run with in any direction, but occasionally it lets you know in no uncertain terms where it wants to be taken.
