Charming cover! Why is the littlest Guide wearing a uniform that's older than the P.L.'s?

The child has no money and has scraped these clothes together from various places. It's all wrong and nothing fits. Later, the Guides club together to buy her a 'proper' uniform.

Thank you so much for your synopses. I have never read She Fell Among Thieves and had no idea what happened to Leonie because all of a sudden there was his wife, Jenny.
