Hugos: Questions about Reading, Voting, Blogging, etc.

It's been about a week since I purchased a Supporting Membership to WorldCon, which allows me to vote on this year's Hugos. I've finally figured out what I want to ask, and so here are my questions. The voting packet was started by Scalzi a few years ago. I think it was the year Zoe's Tale was nominated. Participation on the part of publishers was purely voluntary, and the first voting packet did not include everything because some publishers were deeply suspicious about giving away works for free. I remember looking at one of the nominees for Best Related Work, and finding it covered all over in warnings about not sharing it outside the home. However, my impression is that publishers have realized that it is important to get works to the voters and most of them are now allowing their works to be included ( ... )

Huh... I wonder how big of influence that has on GIRL GENIUS winning? Not saying it doesn't deserve it, but it does make me wonder...
